SPC and relationship to GPC (#343)

Simplify privacy opt-out name to SPC.

Add material on relationship to GPC: this opt-out is intended to express
the same opt-out as GPC, should express the intent of the user, and sites
should offer to apply SPC for new users who have turned on GPC.
